It’s obvious what happened. The truant officer was driving down the street and accidentally ran over a jack. What we’re seeing here is the truant officer trying to remove the jack that has gotten stuck in the tire tread.

Could be lifting by the rear control arm/bottom suspension point. I do that when the pinch welds on cars start to rot out.
On one hand, the jack looks too far outboard for that, but on the other hand we don’t see the top of it so it could plausibly be behind the tire.
I think it’s just not drawn all that well.
