That has been CLAIMED by people defending their own use of whataboutism, sure, but they’re wrong. They’re literally claiming that it’s a tu quoque (appeal to hypocrisy) fallacy to point out this particular tu quoque fallacy 🙄 So… irrelevant… your fallacious propaganda strategy is rejected.
