Thats not the question here. The question was if it were reversed would it be propaganda. It could be, but the context of this being pro meat is what automatically makes it propaganda since that is what the government is currently pushing.

I’m off the opinion that basically everything is propaganda. people are always telling you something with the goal of changing or affirming some belief. so while you’re probably right that this is a propaganda piece, reversing the roles wouldn’t change that fact.
there is no requirement that propaganda upholds the status quo. revolutionary propaganda is common
