Many of life’s issues are caused by large groups of less than average intelligence following the leadership of someone less than reasonable or rational. Be it from a lack of intelligence or other cognitive disabilities.
The mob needs direction, leadership is often as simple as pointing the mob in the direction it would already follow anyway but that gives the mob the belief that it is the correct/acceptable/true direction

Demagogue implies leadership on his part. He follows already established views and beliefs. Without much original of his own.
