Guy: Holy crap!! Aliens!!!
Panel 2: Alien floating in the column of light speaks to the guy and his dog.
Alien: We have determined your species worthy of galactic ascension.
Panel 3: the alien reaches out, the guy lifts his arms ready to be received.
Guy: Yes!! Finally!!!
Panel 4: The alien takes a dumb looking, but happy, golden retriever. The guy is shocked.

Why does the alien speak human when they are talking to a dog?
Why would you assume they speak English for that matter? Obviously they have a Universal Translator, which is why the human can understand what’s being said. The dog just hears barking.
Actually they’re speaking Rigellian. By an astonishing coincidence, both languages are exactly the same.
